In a situation where you yell at a customer service rep because they refuse to help you, the actor observer bias would say this, Actor/Observer says that I attribute my behavior to situational causes, while I attribute the behavior of others to dispositional causes. I think for actor/observer it's slightly different in how you described it. I think using this definition it's safe to assume it can apply to positive situations. "Fundamental Attribution error has been described as the tendency to believe that what people do reflects who they are".
